LOCAL DEVELOPMENT FRAMEWORK, Preferred Options
The Development Plans Team at Three Rivers District Council has advised us of the further consultation it has arranged for local residents in respect of TRDCs "Preferred Options" for housing and services developments in the District.
Reading and responding to this consultation is important as TRDC will demonstrate how it will assess future planning applications and control future developments. It will enable local residents to see what developments are planned for Croxley and the process offers you the only real opportunity to influence what may be permitted by way of large developments in Croxley Green.
• The consultation will run for a period of 10 weeks from 9 November 2009 to 15 January 2010.

TESCO - CGRA CHAIRMANS COMMENTS
Well, the inspector went with the evidence provided by Tesco and upheld their appeal.
Bear in mind that the TRDC reasons for refusal (bulk and scale, poor design of car park) was the basis of appeal although all planning matters are pertinent at a Public Inquiry.
I note our opening submission document that was submitted (although not permitted by the inspector to be read out) is not included in “Documents submitted at the Inquiry”. The 7-8 local residents we lined up to read out statements in support of our case and thereafter be cross examined were not permitted to speak!! In hindsight these factors were detrimental to the presentation of our case.
Re the points we raised – the Inspector believed Tesco demonstrated:
A need in the community for the development with no significant adverse impact on local centres.
More properties would be within 400m of a more conventional convenience store.
Car trip generation of 60 2way trips in peak hours was reasonable.
It was unlikely that vehicles would back up from the site onto the Watford Road,
Average speed of traffic would be low and a signal controlled crossing would help to moderate traffic flows. This would help the current situation around the Shell garage.
I consider the CGRA did all that was possible to amplify and present the case that represented the views of local residents.
